Deep Technical & Historical Stock Market Analysis Using OLAP

Out of pure curiosity regarding technical and legal aspects (I’m aware of the financial risks), is it legal to run an automated trading software that deals for you, using some kind of pseudo-AI?

If it is legal, how can one connect such software to the stock market? I’m guessing going through normal websites would not be suitable in terms of latency/costs, not to mention technically inefficient. Does one require special accreditations/permits to do so? How can one get them?

I am looking for the best investment analyst software. I have been looking at market data software, but I am not sure what else is out there. I would like software that can identify unusual volume, darvas boxes and give a ranking on projected growth.

I need a software tool that lets me (a) download sector, industry categorized stock information (b) compare stocks in all categories with the S&P (c) download price-to-book, EPS, PE, volume and market cap information for each stock and finally (d) allows me to develop my formulae using all these parameters, to rank order stocks.
